if question is how many links then the answer will be for signalling purpose we can use maximum 16 links . because SLC(signalling link code) can be either 0000 or 1111 .
so maximum number of links can be 2^4 = 16.

and to transfer signalling message we can use any link from link 1 to link 32 . (max 16 we can use)

but generally link no. 16 we use for signalling purpose . and o link is used for synchronization.
