Config.xml.booted file is a replica of config.xml file. It
is stored inside the root file of the admin server.When
your msi-config.xml is not running on independent mode and
your config.xml file is destroyed or currupted for any
cause,then you can start your managed server by taking the
configuration from this file.

When ever the admin server starts successfully it will create config.Xml booted file automatically
