In what circumstanced the CT used for protection relay will
be saturated?and what will happen to the relay is the CT is
saturated?

Normally Protection CT will designed by some saturation
level ie Knee Point Voltage. its depepending upon the
protection level. for example if any fault the voltage will
build up in the CT because its transfomer.according to
fault level the manufacturer designing the CT with some
saturation level. If any heavy fault Like lightning,( some
time substation system will affect heavy lightning ) may
be that time and above knee point voltage the CT will be
saturate. its like a short circuit in the CT winding. so
flash over may occur in the CT.
