Bvl can take
i)0<sal<=4000 tax free
ii) 4001<=sal<=15000 tax at 10%
iii)15001<= sal<=28000 tax 22%
iv) sal>=28001 tax 40%
exaxt uppper boundary is 29121.04
Lower boundary is 4001
