The liver and pancreas both develop from the endoderm, one of the three germ layers formed during gastrulation (as mentioned in question 254981). The liver develops from an outpouching of the foregut called the hepatic diverticulum, while the pancreas develops from two buds growing from the dorsal and ventral walls of the duodenum, a part of the small intestine.
