Where does the clusterware write when there is a network or storage issue?

When there's a network or storage issue, Oracle Clusterware writes to its votebit files which are stored on the local disk (ASM or file system) of each node in the cluster. However, the primary concern is that the voting process might fail due to the connectivity issues.
