The elements of a state, according to political scientist Carl Schmitt, include territory, population, government, and sovereignty. Territory refers to an area under the control of a government; population is the group of people living within that area; government represents the organized authority that exercises power over the people; and sovereignty refers to the supreme, uncontested political authority within the state.
