Uninstalling and reinstalling WordPress depends on your host. Generally, you'd first backup your site, then delete the WordPress files (excluding wp-content) and database, download a fresh WordPress package, upload it to your server, create a new database, update wp-config.php with the new database details, run the WordPress installation process, and restore your backup.
