Cause: LSNRCTL failed to obtain system resources (heap
memory, or shared memory) needed to perform local OS
authentication with the listener.

Action: Make sure that system resources like shared memory
and heap memory are available for LSNRCTL tool to execute
properly.

Please add more information about this Error
