TNS-00045: INTCTL: Could not contact the Navigator on address

Cause: There was an attempt to contact a Navigator on a
specific address which is not responding.
Action: Check the TNSNAV.ORA file for that address. Or check
that the Navigator is actually listening on that address.
Please add more information about this Error
