PCC-00101: Lower case 'e' in floating point number is not ANSI

Cause: A Oracle extension to the ANSI/ISO SQL standard was
used. Specifically, a lowercase 'e' was used in scientific
notation. For example, the offending code might look like:
maxnum = 10e38; This informational message is issued by the
FIPS Flagger when FIPS=YES.
Action: No action required. However, for ANSI/ISO
compliance, use an uppercase 'E' in scientific notation.
