Cause: FORTRAN source files are expected to have at least
one PROGRAM, SUBROUTINE, FUNCTION, or BLOCK DATA statement,
which the precompiler uses to detect the beginning of a
routine or compilation unit.

Action: Add one of these statements to the source file.
