Cause: An invalid length or scale for an Oracle external
datatype in an EXEC SQL TYPE or EXEC SQL VAR statement was
specified.

Action: Check that a length large enough to accommodate the
external datatype is specified. If a scale is specified,
check that it lies in the range -84..99.
