Cause: The precompiler tried to parse an embedded PL/SQL
block when SQLCHECK={SYNTAX | NONE}. PL/SQL blocks can be
parsed only when SQLCHECK=SEMANTICS is specified.
Action: Remove the PL/SQL block or specify SQLCHECK=SEMANTICS.
