Can teachers who instruct outside of the classroom be considered to have a primary duty of teaching? What about those who may have a primary duty of teaching, but do not instruct people enrolled in degree-seeking programs?

Teachers can still be considered to have a primary duty of teaching even if they instruct outside of the classroom. This includes teachers working with students enrolled in non-degree programs or those providing professional development for other educators. The primary duty test is determined by evaluating the employee's primary, principal, main, major, or most important duty.
