When an ods is in 'overwrite' mode, does uploading the same data again and again create new entries in the change log each time data is uploaded?

No, when an Open ODS (Operational Data Store) is in overwrite mode, it will not create new entries in the change log for the same data that has already been loaded. Instead, it updates the existing entries with the new data.
