ORA-01108: file string is in backup or media recovery

Cause: Either media recovery is actively being applied to
the file, or it is being backed up while the database is in
NOARCHIVELOG mode. It cannot be used for normal database
access or crash recovery.
Action: Complete or cancel the media recovery session or backup.
