Cause: The master process whose name is listed started up
but did not finish its initialization within the allowed
time limit.

Action: Refer to any following error messages for possible
actions. Also, check the trace log for the failed process,
if one was created, to see if there is any additional
information about the failure. Correct the error, if
possible, and try the operation again. If the error occurs
again, contact Oracle Customer Support and report the error.
