Cause: The creation of system trigger
EXPFIL_RESTRICT_TYPEEVOLVE failed due to missing Expression
Filter dictionary tables.
Action: Try a clean installation again. If this error is
ignored, the user will be able to evolve ADTs associated
with the attribute set, thus causing spurious errors.
