Cause: An attempt was made to alter database timezone with
TIMESTAMP WITH LOCAL TIME ZONE column in the database.

Action: Either do not alter database timezone or first drop
all the TIMESTAMP WITH LOCAL TIME ZONE columns.

Please add more information about this Error
