What do you think is a good investment, a defect tracking
system or a test management system integrated with a defect
tracking tool? Please comment.

Obviously a test management system integrated with a defect tracking tool is a good investment, if it is a product development using software development life cycle model. A test management system uses bug tracking tools as Bugzilla (as John said above.) .QA uses defect tracking tool . that is different from bug tracking. Or if it is just a service model, where the company provides testing services to the third party product and with a test management system, then using a bug tracking tool, after successful plan, then it can move to development model, investing more with defect tracking tool used by QA Team .The factors one should consider here are Investment range, company strategy, size of the company and its resources available, risks and mitigations in that.
