Normally in case of single phase supply the phase and neutral comes from 3 phase power supply (one of the 3 phases).also as normally single phase supply is given to smaller appliances it's body is connected to earth and the neural is earthed at the source or transformer end.Now due to cable length of the neutal wire a voltage drop occurs and when measured we get a voltage between earth and neutal.Even if the neutal is connected to a perfect earth at the supply end due to cable resistance we receive a voltage drop.also note that the neutal earth is different from the appliance earth and you will always get a voltage drop between earth and neutral.If the voltage is zero between earth and neutral then it has been deliberately shorted and it should not be done as we do generally.also maximum 2.5% of rated votage is the neutral voltage
