Yes. You can. There is no statutory or technical objection to that. In fact, in almost all substations, the HT panels consisting of HT Breakers and the auxiliary panels for Station Battery Charging panel, Transformer cooling fan control panel etc are mounted on the same floor. Of course, distance has to be maintained.
