Stratosphere... it is because stratosphere layer contains the Ozonosphere layer which works as a blanket layer of the earth by absorbing the Ultraviolet (UV) rays released from the sun and protect the life on earth from the harmful isolation of sun.
whereas in the troposphere layer the climate and weather changes, formation of clouds, presence of water, gases, water vapour and dust particles etc are present within the troposphere layer.
so consequently stratosphere layer is a life safer whereas, troposphere layer is a life giver.
