my visa was rejected twice of spring semester and i will apply for fall then i wiil go to visa interview then how i support at that time?

Hi, My friends F-1 VISA is refused 3 times in year 2008 by US CONSULATE MUMBAI, INDIA (for SUNY Binghamton). Today was her 3rd time and after rejecting the VISA Officer said to her that she can not apply again for VISA. When can she reapply for VISA? Can she apply for same University? Is she allowed to apply only 3 times a year? If it is so then can she apply in January 2009 (college commences on Jan 15th 2009). Thanking you in advance, Anant

I already have a Masters in chemical engineering in India and I'm going to pursue an M.S degree in the same field in the U.S. Can you suggest the best reply that I can give to the VO during the interview if he asks why second masters? My previous Masters was in a good college- Bits Goa. Please help
Hello This is rahul.I got accepted in saint clod state university for Masters in engineering management program and i got funding too.My total i20 amount would be 6000 dollars yearly as i got scholarships. I actually had applied for 5 other universities but for electrical engineering program.Will they create a big problem for my visa?? hi am harry and i have a doubt regarding visa .my gre score is 1120 and my toefl is 85 and ma academic background is 60% of average with 17 backlogs.the problem is will they reject me for having 17 backlogs ?? am really worried cause i was not knowing all these things b4 i applied.i came to know this today from my senior who had only 4 backlogs and he got rejected two times will i get rejected ?? and if not how should i handle this when they ask plss anyone help me its my life i worked hard to get into this realizing my future

The place where I live is not covered by DHL.So in order to get an expedite delivery of the SEVIS receipt I ordered the delivery to the address of one of my friends.Everywhere else however a different address(the one mentioned in my passport)is however mentioned.Can this fact affect my chances of getting a F1 VISA?
