If single phase voltage level is 230V than why three phase
voltage level is not 660V ?, but it is only 440V.

it is not a three phase voltage is three times the single phase voltages. we only take a voltage between two points not between three points. so when we measure voltage between two points in single phase system there is one of its point at higher potential and other is at zero potential(reference point). but in the three phase system if we take a reference point and measure voltage between them (between reference and higher potentials) and adds up algebraically we got a voltage 400 v. if we also measure voltage between two higher potential we got 400v due to the wave forms of phases reaches at potentials according to time. but this not happens that both the voltage reaches at higher vale in the same instant. so its never been 660 v....
