Cadmium has a high thermal neutron absorption cross section (probability). Therefore Cadmium rods will absorb neutrons, making them unavailable to cause fissions. There are also other properties that make cadmium a good control rod material. Things like, it's solid and doesn't dissolve in hot water but mostly it's the cross section thing.
