Here interviewer wants to judge your thinking level.
The answer should be as:
This depends upon the hierarchy of the company. if there are large QA members than the bug is first approved by the QA manager and then it is assigned to the concerned developer.
If there are less number of QA members then the bug will be assigned to the concerned developer directly.Also the name of the developer should be specifically mentioned in the build which is handed over to the QA team.
The bug found is always assigned to the developer but the process varies company to company as mentioned.
