For a 'Shock', we can say in one sentence that Voltage gradient is the cause and current flow is the effect due to which the 'shock' is received.
When a person touches a Current carrying conductor, a large voltage gradient is developed between the conductor and the ground 'through' the body of that person, the body becomes a path for a huge amount of current to flow through him to the ground as we all know earth is a 'potential sink'.Thus he receives a huge shock and due to the heat produced,one gets burnt or charred if severe shock is received.
