if this is an unbalance three phase system with single phase loads, Neutral is what locking the phase only, to single phase loads.
When neutral get open, the single phase loads in the system get connected between phases by serial connection. if the load are equal by chance, the loads will still work safely
if loads are unequal, smaller loads tend to get more voltage and larger loads will get lower voltage, leading to burning of smaller loads.
