Why we use Reinforcement out side of the column not in centre

this is because, column are designed to resist the compressive stresses and if it has been subjected to eccentric loading there will tension produce at the outer fibers so reinforcement are applied at the sides. moreover if it long columns the bending produce will induces tension in the external fibers and that's why . . .
