Basically voltage and frequency, both are independent quantities, but they some how are interlinked with each other, in short the maintenance of Potential Difference from 0-220V & from 220 to 0V is controlled by number of cycles which we can say frequency. Hope this will satisfy your problem regarding this.....

I have been using an 600VA with 0.6 p.f UPS with my desktop which has 450W power supply unit. Can anyone explain how can this happen . Because the output of the UPS is 360W (600*0.6) (<450W)
