I say that lack of literacy is one of the problems. However, that is shoved to the back by the problem of poverty and starvation........... mere toddlers die, unable to curb the pangs of hunger.
Politicians promise lots, they say "Elect me, I'll do this and that for the people, for you." Well, if they executed even a faction of what the promise, India will be a much better place.
