C&F is carry & forward. It can also be said as clearance and forwarding. The sectors involved in the supply chain are manufacturer , c&f , super stockist , wholesaler and the retailer. Here a C&F and super stockist can be the same organisation. The norms of that depends on the company. Answering why C&F is to reduce the manufacturer's involvement to the bottom chain of supply. The manufacturer can easily concentrate in production and marketing.
