In control valves (like feed water control valve) we will give 3 kg pressure and how it controls 110 kg of water pressure?

i guess this is a simple question ... i will ask something different ... i/p output is 3-15 psi ... and our bench set or spring range is higher many times like 6-30 psi ... how 15 psi pressure will give enuf back pressure to give 30 psi ???
