nominal design mix is based on assuming the standard values of strength...etc ,present in the indian standard code book
but the design mix is designed by using the locally available materials where several trail and error tests are
done
example: in some places good quality of sand is available there the mix is changed ,in some places coarse aggs will be of good quality there we can change the mix
