In conductors, the free electrons present above the valence band according to the atomic structure, are more.
EG: copper(cu) - atomic no=29. It has 9 electrons(1s2,2s2,2p6.3s2,3p6,4s2,3d9) on the outermost orbit as free electrons
But in insulators, the free electrons present are less.
EG: magnesium(Mg) - atomic no=12. It has no electrons(1s2,2s2,2p6,3s2,3p6(0)) on the outermost orbit of free electrons.
