Why is loose concrete removed from the surface where new concrete is to be done?

Loose Concrete and Laitance is removed from the old surface of the concrete and in some cases Chemicals are also used such as Fosroc Nitobond Ep and others , so that a proper bond exists between the old and new concrete and any micro pores does not remains in the concrete which may lead to the leakage
