Fluids which obey Newton's law of viscosity are newyonian fluids while other which doesn't obey are non newtonian fluid.
In other way we can also say that fluids in which dynamic viscosity does not depend on du/dy (u= velocity of fluid layer and y= distance between the two layers of fluid ) are newtonian fliuds and other are non newtonian
