Only giving the resource unavailability angle may not satisfy client, he will simply say that he is client and paying for the CR and you being a service provider should provide me what i ask...
So instead, analyse the CR completely from technical point of view along with the experts and then with delivery point of view. See what are the impacts on the existing features, quality.communicate those impacts first to the client in your client meeting..that might sound better to the client.
