all aforesaid answers are absurd or partially mistake.
Both delta connection and star connection has same voltage.
But star connection gives the provision to tap a separate single phase connection which will be of course lower voltage.
For example- In India,existing 3 Phase supply is 415V (10% deflection is permitted). You can obtain it either in the form of delta connection or star connection.
The single phase connection (230 V)which you receive in your home is actually a taped connection taken from star connection. A star connection will have 4 wires,there are R phase,Y Phase, B Phase and Neutral. Voltage between R-Y and R-B and Y-B or any phase to phase combination is 415 V
Now if you take a phase,let it be R or Y or B and check it's voltage w.r.t neutral,it will be 230 V. This is known as single phase voltage.
Delta connection has only 3 wires,they're R,Y,B and there is no neutral. So You cant tap a single phase from a delta connection directly.
This is the difference between star and delta connections. Moreover its worth to mention that question which triggered all these discussion is wrong. Because,now you have understood both has same voltage but the only difference is you can tap a single phase connection from a star connected supply.
