IF WE CONSIDERING THE CRYSTAL CONNECTED TO MICRO-CONTROLLER
THEN IT'S TIMER CLOCK FREQUENCY IS EQUAL TO THE CRYSTAL
FREQUENCY DIVIDE BY 12.
