Why water is not detected in GC & solvents are not detected in
HPLC?

Water can be detected in GC if you are using Thermal Conductivity Detector. If you are using FID, then water can't be detected because for detection burning is necessary in FID.
In HPLC, detection depends on the presence of the chromophoric group in the molecule. As most of the solvents lack chromophoric groups, they are not detected in HPLC.
