Bug Number 1=(Severity 1 & priority 3),
Bug Number 2=(severity 3 & priority 1),
(high=1,Medium=2,Low=3)

Severity is defined by extent of damaged caused by defect where in priority is defined by the order in which defects should be solved.so as per definition bug no 2 should be solved
