What is the function of trip neutral close switch?

IT is a three position Switch.When it is
in close position it will put the circuit breaker in
operation by energising the closing coil and when it is in
trip position it will trip the circuit by energise the trip
coil in circuit breaker.

why transmission is only 3 phase and not 2 or 4 or poly phases
