why we do multiply 1.54 for dry volume of concrete?

First your question is wrong. how ever

for one cum:- ADD 30 to 33 % dry volume Because the volume will reduce after mixing water.so that we add that %. and
for one cum:- ADD 20% of wet mortor for wastage,Uneven surfaces ect.

there fore for one cum :- 1+0.3+0.2 =1.50 to 53.

we can use this at the time of material requirement ect.
