A 11000/415V distribution transformer is fed 415V upon it's LT
side,Do I get 11000V upon it's Primary side ?

Yes because the losses are allowed for via the % in the regulations. ALSo the transformer may be a multi tap to allow adjustment of secondary out put.
All in all its close enough to satisfy the regulation primary secondary either way round.
