Why we can't start a tube light without a starter(choke) and an inductor?

In conventional fluorescent lamps (4 feet long) and in CFL's the used component is a choke. It is a leak transformer(made of bulk coil winding ) produces a inductive kick in the form of high voltage nearly 1000 volts so that the electrical discharge could be struck along the tube.so in fluorescent lamp choke acts as to initiate the electrical discharge process
