What I Understand is that , Cinder is a lighter and softer material as compared To Coarse aggregate Normally used for construction , so in order to reduce the dead weight over the structure and secondly to facilitate the easy dismantling of of filling material for future repairs that usually occurs in toilets , cinder and brick bats are used .
