ELCB means EARTH LEAKAGE CIRCUIT BREAKER and as the name suggests, if there is any earth leakage in circuit, ELCB will detect it and trip the circuit.
The ELCB is designed with milliampere current range, so if leakage current(which is always in some milliamperes) is exceding the limit elcb will imediately trip its circuit.
